Abstract
Competency-based training in food and beverage service must determine whether a learner can integrate knowledge, technical skill, communication, timing, hygiene, and judgment in a live service sequence. Written self-checks and performance checklists are useful, but neither automatically produces a valid judgment of occupational competence. This conceptual-design article analyzes a 2023 competency-based learning module for Food and Beverage Services NC II as an instructional artifact. The module organizes preparation for dining-room service through information sheets, self-checks, task sheets, performance criteria, recognition of prior learning, and facilitator-supported practice. Building on that architecture, the article proposes an evidence-centered assessment system that connects competency outcomes to authentic service tasks, observable quality criteria, assessor prompts, feedback, and decisions about readiness. It distinguishes component practice from integrated performance and replaces single-snapshot judgment with a small portfolio of evidence collected across reservations, station preparation, table setup, and ambiance management. Two design tools are offered: an assessment blueprint aligning claims, tasks, evidence, and threats to validity; and an observation protocol that separates nonnegotiable safety or service conditions from dimensions that require professional judgment. The framework emphasizes repeated sampling, assessor calibration, learner self-evaluation, and recognition of prior learning supported by current evidence. It does not report trainees, scores, or intervention effects. Its contribution is a transparent and testable design for moving from checklist completion toward defensible judgments about workplace readiness.
