Abstract
Modular distance learning is frequently judged by distribution and submission, although elementary learners require guidance, feedback, and repeated opportunities to recover from misunderstanding. This conceptual review defines effectiveness as a complete learning cycle rather than successful packet circulation. Evidence and policy available through 2021 are organized into five functions: orient the learner and caregiver, activate prior knowledge, support an independent attempt, interpret returned evidence, and provide a timely next step. The Elementary Module Learning Cycle distinguishes essential learning from page completion and assigns caregivers a bounded role that does not depend on subject expertise. It recommends readable directions, predictable weekly maps, embedded help cues, short diagnostic tasks, multiple response modes, and a return system that records missing or heavily assisted work without penalizing the learner. The framework also treats distribution failure, comprehension difficulty, and feedback delay as separate implementation problems. This article does not compare learner outcomes or claim that modules are universally effective. It offers criteria for determining whether modular delivery functions as instruction for children whose independence, reading ability, and household support differ substantially.
